Whoa... thats a lot of stuff hehe.. I dont know what a few of those things are, but for most part looks relatively safe.

Did this just start happening at random ? maybe its a provider block of some sort. What about if you use a free proxy does it still do it ?

Please put me in permanent whitelist, I guess that would solve my problem, see the screenshot. I have already tried each and everything, I have also observed that I see this page only when I am connected to the net via BSNL (my ISP @ home) not when I am connected via Airtel (my office ISP).

Regarding AV I am using Eset's NOD32 v5.0.94 and updated till 4/12/11

Ah it is the firewall that is blocking you, hmm I wonder why. Well it is nice to know so that if it shows up again with another person I will know where it came from.

So to solve this problem, Neuro would need to log into his cloudflare account and whitelist you and that should solve the problem. But its only going to work if your isp gives you a static ip and not a dynamic one. Otherwise when your ip changes again, you are going to be blocked again. :/

Great, means I have to live with this problem forever, mine is a dynamic IP connection.

Can't he whitelist my ISP's IP, it goes like 59.92.x.x if he whitelist my ISP's IP my problem would be solved for every.

I think the issue with whitelisting an entire range it would allow others within same address to potentially do harm possibly...

Unless im reading this wrong

True. I can't do that then. if it's a dynamic IP the only solution that I can think of for nice_guy75 is to use proxy.
