Not necessarily. If you turn off "Fast startup" option in Power Options, boot time is increases exponentially. And if you dual booting with windows 7 that's the whole new level of experience.
Boot in to windows 8 boot manager, select windows 7, restart, boot in in windows 7.

You can enable classic boot, it's a little bit faster to boot in to windows 7.
Boot to windows 8 and open cmd as administrator.
Type following command.
Code: Select allbcdedit /set {default} bootmenupolicy legacy
Restart.
